						Idaho Panhandle National Forests - 3 EISs JW Associates completed three Environmental Impact Statements (EISs) for the Idaho Panhandle National Forests. These projects are briefly described below. Katka Peak EIS, Bonners Ferry Ranger District, Idaho JW Associates was the prime contractor for the Katka Peak EIS, a controversial project in Northern Idaho that evaluated timber harvesting, road building and forest health activities. The project area covered 29,000 acres and contained a large roadless area. One of the alternatives included removing a road separating two roadless areas. The issues included hydrology/peakflow changes, water quality, impacts to grizzly bear habitat security and road building in roadless areas. JW Associates completed all aspects of project management, technical management, public involvement and NEPA compliance. We managed seven separate subcontractors that completed a large variety of field work and technical analyses. Packsaddle EIS, Sandpoint Ranger District, Idaho JW Associates was the prime contractor for the Packsaddle EIS, a controversial timber sale EIS. The project area covered 23,000 acres and contained a large roadless area. Key issues were water quality, impacts to bull trout habitat and ecosystem management. JW Associates was responsible for project management including NEPA compliance, public involvement, and project and technical management of seven (7) subcontractors. Jessica Wald was responsible for all phases of the NEPA project including development of a scope of work for 14 technical studies, managing extensive field studies, conducting the public involvement, and preparing and managing the development of the EIS. Brad Piehl was primarily responsible for completing the technical reports for the watershed analyses and overseeing the completion of the fisheries technical reports. Brad Piehl also assisted with public meetings and responding to comments, as well as assisting with management of technical specialists. Mosquito-Fly EIS, St. Joe Ranger District, Idaho JW Associates was the prime contractor for the Mosquito-Fly EIS, a controversial timber sale and land exchange EIS. The project area covered 19,000 acres, contained a large roadless area and was checkerboard land ownership with a private timber company. The issues are mainly related to water quality and potential impacts to bull trout due to granting access to private land. This project presented uniquely complex NEPA issues because it is necessary to evaluate and differentiate the environmental effects of activities on private land versus those on National Forest land. JW Associates was responsible for project management including NEPA compliance, public involvement, and project and technical management of eight (8) subcontractors. Mr. Piehl was primarily responsible for management of this NEPA project including development of a scope of work for 14 technical studies, managing extensive field studies, managing the technical reports and analyses, and conducting the public involvement. Jessica Wald also assisted with management of the technical specialists including coordination between specialists and with the U.S. Forest Service, quality assurance of technical reports and integration of the technical reports into the EIS document.
